The stories

Four-Star Military Leaders and Fortune 500 CEOs Urge Congress to Take Bold Action on Energy and Mineral Security in Final FY 2027 NDAA

Securing America's Future Energy (SAFE) · Oct 1, 2026

SAFE's Energy Security Leadership Council sent a letter to Chairmen Roger Wicker and Mike Rogers and Ranking Members Jack Reed and Adam Smith urging that a slate of energy and defense supply-chain provisions from both chambers' FY2027 NDAAs be included in the final bill. Signed by 22 retired four-star admirals and generals and 16 business leaders including current and former Fortune 500 CEOs, it came days after the U.S. and China extended their trade truce to Jan. 10, 2027, keeping China's suspension of export restrictions on rare earths, gallium, germanium, and antimony. Four themes: sourcing restrictions, including barring Department of War purchases of solar cells, modules, and inverters from foreign entities of concern plus a report justifying waivers when non-Chinese supply exists, including for samarium; traceability, a Defense Logistics Agency pilot to trace materials in the National Defense Stockpile; domestic industrial capacity, including requiring DoW to share its 2025 Primary Aluminum Sector Industrial Base Assessment and DLA's Aluminum War Game with Congress and using Defense Production Act Title III to train mining, processing, and refining workers (the U.S. is 100% import-reliant for defense-grade high-purity aluminum); and technological innovation, provisions to onshore recycling and study scrap-material flows. The letter also supports codifying DoW's Economic Defense Unit. Earlier in the fall, ESLC urged attaching the Connected Vehicle Security Act to the NDAA or other must-pass legislation.
