Answer

As of October 1, 2026, no. The House passed H.R. 8800 on Jul 22, 2026, 216–212, but S. 4784 has not passed the Senate and no conference report has been signed into law. FY2027 NDAA deferred to lame-duck session as Senate adjourns.

What “passed” means

An NDAA is not law until both chambers agree on a final text and the President signs it (or Congress overrides a veto). House passage of H.R. 8800 is only one of those steps.
