Pentagon, Lockheed Martin Reach 10-Year Framework Agreement for 850 F-35s

Parth Satam reports that the Department of War and Lockheed Martin announced Oct. 22 a framework agreement for ten years of F-35 production and sustainment covering at least 850 F-35s for the U.S. military plus international orders across Lots 21-30, at 156 aircraft per year, including initial spares, modification kits and sustainment. It is not yet a formal procurement contract; aircraft numbers and pricing must still be negotiated, and execution "remains subject to Congressional authorization and appropriations." The House passed its version of the FY2027 NDAA in July while the Senate version remained pending as of Oct. 23; both versions contain provisions that would authorize multiyear F-35 procurement, and the draft NDAA also recommended multiyear buys for the F-15EX. The Lot 18-19 contract (296 aircraft) was signed in September 2025; Lot 20 negotiations are ongoing. Lockheed agreed to invest at least $7 billion in F-35 program initiatives. Under Secretary Michael P. Duffey said the framework has "fundamentally changed" procurement policy; CEO Jim Taiclet: "This multiyear framework strengthens the way we can plan and invest in the F-35 enterprise." The framework cannot be converted into a formal contract until required authority is enacted and funding appropriated.
