NDAA Update Oct 9, 2026: Beyond the Midterms: Congress Faces Converging Year-End Deadlines
Two stories on Oct. 9: a law firm's outlook for the year-end NDAA, and the labor–business fight over stock buybacks.
Bill status
No change in the bill's status: the House passed H.R. 8800 on July 22, 2026; S. 4784 has not reached the Senate floor; and the Senate is scheduled to return the week of November 9, after the November 3 election, with the NDAA deferred to the lame-duck session. Full timeline: FY2027 NDAA status.
The stories
Beyond the Midterms: Congress Faces Converging Year-End Deadlines
Holland & Knight · Oct 9, 2026
Holland & Knight expects the FY2027 NDAA to be enacted, but likely only after partisan House provisions are dropped or modified; with no Senate floor action, talks will be informal between H.R. 8800 and the SASC bill, and the final bill could move as a stand-alone conference report or inside a broader year-end package around the Dec. 11 funding deadline.
Major Unions and Business Groups Clash Over Defense Contractor Stock Buybacks
The Washington Sun · Oct 9, 2026
The UAW, Teamsters, United Steelworkers and four other unions urged the Armed Services leaders to keep Section 815 of S. 4784, which bars DOD contracts with firms that buy back stock or pay dividends absent a waiver; the U.S. Chamber and other business groups want it dropped, and the House bill has no such provision.
