(a) Area covered by a major disaster declaration or containing an installation experiencing an influx of military personnelSubsection (b) of section 403 of title 37, United States Code, is amended, in paragraph (7)—(1)in subparagraph (D), by striking Subject to subparagraph (E), an and inserting An; and(2)by striking subparagraph (E).

(b) Area where actual housing costs differ from current rates by more than 20 percentSuch subsection is further amended, in paragraph (8), by striking subparagraph (C).
