Sec. 224 — Reimbursement of National Guard for research, development, test, and evaluation expenses

Authorizes FY2027 appropriations for the Department of Defense for research, development, test, and evaluation shall be available for reimbursement of pay, allowances, and other expenses which would otherwise be incurred against appropriations for the reserve components of the Armed Forces, including the National Guard, in cases in which members of the such reserve components provide support to research, development, test, and evaluation projects in which their involvement furthers the project because of a member’s or unit’s availability, qualifications, experience, or education.

(a) Availability. Amounts authorized to be appropriated after the date of the enactment of this Act for the Department of Defense for research, development, test, and evaluation shall be available for reimbursement of pay, allowances, and other expenses which would otherwise be incurred against appropriations for the reserve components of the Armed Forces, including the National Guard, in cases in which members of the such reserve components provide support to research, development, test, and evaluation projects in which their involvement furthers the project because of a member’s or unit’s availability, qualifications, experience, or education.
(b) Rule of construction. Nothing in this section shall be construed—(1)to authorize a deviation from established personnel and training procedures of the reserve components of the Armed Forces, including the National Guard; or(2)to authorize the direct engagement of members or units of such components to conduct independent research, development, test, and evaluation projects.
