Of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2027 for operation and maintenance, defense-wide, and available for the Office of the Secretary of Defense for travel expenses, not more than 75 percent may be obligated or expended until the Secretary of Defense submits to the congressional defense committees a certification that the Department of Defense is compliant with the requirements of section 1067 of the National Defense Authorization Act for Fiscal Year 2025 (Public Law 118—159; 138 Stat. 2066), including—(1)a written statement that a copy of each execute order required to be submitted to the congressional defense committees under subsection (c) of such section has been so submitted; and(2)a description of the mechanism established to facilitate the provision to the congressional defense committees of all future briefings required under subsection (a) of such section, and the compliance with the disclosure and notice requirements under subsection (c) of such section, within the timeframes required by such section.
